Case Kuntien Tiera

A shared tool enables wider use of service vouchers

The national cooperation network Kuntien Tiera Oy, which is owned by municipal actors, started working with the cities of Espoo, Kouvola, Oulu, Tampere and Turku to enable advanced e-services in outsourced care and the use of related service vouchers. The PSOP system developed by Digia helped to standardise the outsourced care service practices of municipalities and provides an easy-to-use channel for utilising such services.

Benefits:

  • The centralised solution harmonises the operating models of municipalities.
  • Automation of manual work increases productivity.
  • For service providers, the system makes it easier to work on behalf of municipal actors and become involved in such activities.
  • For residents of municipalities, the PSOP system enhances freedom of choice and the transparency of health services.

Services and solutions:

The system adapts to the different demands of municipalities and supports reform requirements in the social welfare and health sector. The cooperation during the project has been exemplary.

PSOP system facilitates use of service vouchers and outsourced services in municipalities

The lack of the required IT support is the greatest single factor that has hindered the wider use of service vouchers. PSOP is a centralised information system that covers the entire process of service provision and facilitates the adoption of service vouchers.

The national cooperation network Kuntien Tiera Oy, which is owned by municipal actors, started working with the cities of Espoo, Kouvola, Oulu, Tampere and Turku to enable advanced e-services in outsourced care and the use of related service vouchers.

The partners wanted a solution to simplify and automate service provision and enable the development of the service market. Enhancing productivity was also a major goal.

The solution is a centralised electronic system for service vouchers and outsourced services

Outsourced service practices vary in different municipalities – the PSOP system standardises them. It provides a centralised tool for creating and using service vouchers and orders for outsourced services, as well as making payments for services rendered to private service providers. The system automates work that was previously done manually.
