Capgemini and Digia to design State Administration IT architecture


A consortium of Capgemini, a company providing consulting, technology and outsourcing services, and software house SYSOPENDIGIA, has been selected to be one of the deliverers of the State administration architecture design project. This project is part of the development program pertaining to the State's IT strategy. The objective of the project is to create the preconditions for a cohesive State IT architecture and develop the public administration operations using information and communications technology.

Providing a background for the project are the public administration's changing service needs and expectations, the aging of the population, globalisation and EU integration, which all create requirements for efficient, safe and thoroughly networked public administration services. A consistent architecture is required in order to boost the operational efficiency within public administration bureaus as well as between them.

"It is increasingly rare for information systems to be clearly defined single-purpose systems, for public administration bureaus' basic systems and Internet services, for instance, may comprise as many as dozens of parts created at various times, using partly different technologies. The objective of this project is to assemble and harmonise the information on public administration organisations' information systems, technology infrastructure and IT projects, and create a cohesive public administration architecture that meets our operational needs," says consulting official Aki Siponen of the State IT Management Unit.

"A cohesive architecture creates a foundation for the purposeful development of the state's information administration. This project will result in creating the tools that will be used to push information system design as a manageable entity towards becoming more activity-oriented. Capgemini will be able to provide a unique combination of architecture expertise, and experience and best practices of public administration development on an international basis," states Elja Kirjavainen, head of public sector business at Capgemini.

The State administration IT architecture -design project will be finished at the end of 2007. The development program will be carried out during 2006 to 2011.
